The Lok Sabha has passed the Promotion and Regulation of Online Gaming Bill, 2025, imposing a complete ban on online money-based games—including those of skill, chance, or hybrid nature. The bill also outlaws their advertising and financial transactions, with fines up to ₹2 crore and imprisonment up to 5 years for violators. Importantly, players are exempt from punishment, with accountability placed on platforms, advertisers, and payment processors.
At the same time, the legislation encourages constructive forms of gaming such as e-sports, social, and educational games. A new regulatory authority will oversee implementation, classification, and grievance redressal. This balance aims to curb the harms of betting and gambling while supporting positive digital engagement.

The impact has been swift on India’s gaming industry. Companies like Dream11 and MPL have suspended operations, with MPL cutting 60% of its Indian workforce. Market sentiment also took a hit, as gaming stocks fell sharply. Despite the disruption, the government has assured that user protection and safe gaming growth remain at the center of its policy direction.
